But law enforcement agencies have always done this. They'll infiltrate, they'll use agents provocateurs, entrap, plant evidence -- even plant bombs. Sometimes, when their excesses become particularly egregious (or particularly public) they get slapped down for a while, but their essential Nature will out, and the abuses begin anew.
