I suppose the courts get to decide, welcome to thoughtcrime UK style.

Realistically, you are going to criminalize innocent people for looking at pictures of acts that are not in themselves illegal, using a law that is going to be practically impossible to enforce.

The word "appears" is used far to frequently, and to general. I can think of 100 horror movies that "appear" to cause physical harm to people.

By extreme, they're probably implying senes of actual rape, or of violent beastiality.

The law does need to be made much more specific.
