Perhaps a thorough reading of the paper instead of the lazy cursory glance at the title would be more appropriate.
Is the best complaint you can make is that after just reading the title and nothing else you find the paper confusing.
Is this meant to be a joke????Our federal government has its place, as outlined in the document that served to create a new form of government and limit its powers to only those outlined in the document. The federal government has a penal system for federal crimes, which they may control as they wish with the people’s approval. Each state has a penal system, with rules and regulations to control and monitor its execution. The states should control their penal systems, codified in state laws, and monitored by state personnel. If convicts of a particular state have grievances, then they can forward them to the state for redress
You mean the federal government should only concern itself with itself and completely ignore the rest of the country. Again i ask why do you bother with a federal government when you don't want it to do anything but play with itself?

You complaint of my objection is groundless. The title could very easily state “Sexual Abuse” instead of “Rape”. Accuracy is not something we should eschew.
I cannot help your inability to understand the scope and purpose of the U.S. federal government. The constitution outlines its powers and responsibilities; you are free to read it as you wish. The only statement I have made concerning the federal government is that it should not attempt to unduly influence the state level penal systems. That should be left to the states
The tree of liberty is hungry. Let's feed it well in the next election.

[QUOTE=Apeman81;633074][QUOTE=SoylentGreen;633052]Reading the paper and not just relying on the title on which to judge would be more important than an accurate tiltle. I expect the paper was written for a specific audience who would understand the difference. So your problem is that governmental papers on prison do not have a long and windy and completely explanatory title to their heading.

So where do the feds duly influence then? If there not allowed a say in state affairs of what use are they?
The quote should read 30,000 inmates are sexually abused, the other 30,000 are having a ball....so to speak.

So you don't think the federal government should form a commission to look into allegations of sexual abuse in the 50 state prison system. Instead you think each state should form it's own commission and investigate it's own prisons... Do you think that state by state commission might be less efficient than one commission for all states? Do you think some states would downplay their own findings?
So is your beef with the word rape being used or with the findings?
As to the comment that the commission is basically making up their findings in order to justify or keep their position... fascinating. So all commissions must operate the same way right?
Yeah, you are probably correct.
We could stop this rape BS by simply announcing to the inmates that if some one is caught raping someone that they'll be whipped in public. Do it right in the middle of the yard, or in the common area of the cell block. Like 25 lashes for the first offense, 50 for the second, etc.. They do this to the guy until he gets the word.
I mean not just little patty cake swats either, but hard whips maybe delivered using a cat-o-nine tails, and layed on by one of those weight lifters you see in pictures of prisons.
Whip the crap out of the guy, then throw on a bucket of salt! That'll probably work. If not for him it will for others who might be planning such shenanigans.
