Any amount of matter, if sufficiently compressed, will form a black hole with mass equal to what went into it. In nature, that compression is accomplished through a really big pile of matter, which leads to big black holes.

Well, the Schwarzschild radius of black holes made in this machine (if they even are) would be very very small. According to this site, If our sun became a black hole with equal mass to the sun, the Schwarzschild radius would only be about 3km.
