Any truth the comment I overheard that G. W. Bush is effectively 3rd cousins with John Kerry? Is it proven geneologically?

If so, what socio-political ramifications are inferred?

I saw a great picture of George Bush meeting Prince Charles, the speech bubble coming from both of their mouths read "isn't it odd you come from a land where you can become head of state, simply because of who you father was?". Aces.
