At this point in time, Grandpa h., I agree with your assessment. I suspect the constitution just gives the separate groups more to fight over than it will bring them together. I'd like to be wrong, but I don't see the dove of peace suddenly deciding to settle down in that region now that there's a constitution proposed.

Yes, and when you're being occupied by a powerful country such as ours, obviously independence is going to be limited. Until we leave, we are the Iraqi government. And until the insurgency is greatly reduced, the Iraqi government won't necessarily be a popular one.

But you say it all wrong. It looks like you deliberately want to make America look bad so now say it correctly. Big America is and has set the Iraqi people free from a monster and they are now struggling to be free just like you are dear gramps. Does it hurt you to say something nice about the land you say you love?

You might want to add the context in which Powell said that.

It was regarding US military power prior to the gulf war in '91.

I agree, while it could work in both ways.
The new Iraqi Constitution opens up the new path for the Iraqi government :
- new Iraqi Law

If established properly and put into effect, (that Iraqi Law) would create new mechanisms, in order to influence the whole Iraqi population.

I expect al-Sadr (and alike) to face its final confrontation (and its defeat) against the new Iraqi Constitution and the Law (regardless what it actually may represent, in reality).
In case of a civil war, North along with South will dominate Iraq, and that outcome most likely cause the following :
- Sunni to join and accept the new Iraqi Constitution and the Law
The reason :
- no party is going to give up the oil fields along with an access to the sea (read : Persian Gulf), at all costs.

Having a strong Sunni block feeling entirely disenfranched will lead to continued violence and more death. The US presence is part of the problem not the solution. The longer we stay the less legitimacy the government of Iraq will have.
