Sure it would, in fact the only way to end the crime is to condemn the cults practice of aiding and abetting the pervert priests, which is standard of policy. The policy needs to be changed form the top down. Not on a case by case basis.
They can pack up their pompous bullshit and take it to another country that will bow to their every whim. They are not above our laws, even if they think so.
The pope is an evil ambassador of Satan until he publicy retracts that document and orders all pervert priests be cast out and those who expose them should be honored as saviors.
