Mexico published a booklet to educate illegal immigrants on how to make their journey safely:

This is like public schools teaching abstinence and then handing out condoms.

I heard about this on NPR last night.
I am mixed on this. On the one hand it helps them to survive, but on the other it teaches them to "lay low" once they get here -that crosses the line IMO.

that's because mexico needs to import money (be it by borrowing, from foreign investors, or even from their own broke assed laborers) since if consumes more imported goods than domestic - that's a current account deficit. they aren't any different than us in that regard.. every time you have a current account deficit, you need to offset it with your capital account (capital being cash, bonds and investments - anything relating to money). we're no different in that regard.

mexico hasn't been doing well in recent years, and it's been losing investment dollars from foreign countries. not to mention the fact that they have some heavy debt burdens to work out. so, it seems to me that the mexican government is hoping to try to suck money from our economy using migrant laborers in order to fill its capital account. i doubt this will do anything meaningful, but they're running out of options.
