To get more helicopters into Afghanistan they simply send them there. The basis for sending them there means that there will be less available for training, but they are just sitting there doing nothing.
To get them validated, they should see that it will cost more fuel, but save time. The defence force spends money on food and salaries, and lost vehicles. They could cut costs by a lot by ending the war, and the best way to win the war is to win the war. The costs I mentioned would set them back and influence the deficit and that could be avoided by sending more helicopters there. I know helicopter fuel is expensive, but they will save money in the long run. Using helicopters for a few weeks would beat the rest of the expenses over a few years.
