Yes, since the bureaucrats have ruled that second hand and such as Catholic Charities escape the testing clause.

But what of the small business man working in his garage, that has bought a scroll saw, tools, and paint and builds wooden toys and wooden wagons for children? Does he get an exemption? He is the manufacturer. There is a bunch of them.

The problem is those small business craftsmen you mentioned do not have a government lobby group looking out for them...

I remember years back they tried to pass legislation here forbidding panhandling...theoretically, to get rid of homeless people asking for change...but then a bunch of big Charities who thought the law would affect them in a detrimental way lobbied the government and had the legislation squashed.

No one is going to care about the guy building furniture in his garage as a sole means or supplemental means of income if there's no one lobbying the government on his behalf.

Thugs and gangsters inhabit our government. If the business pays for "insurance" in the form of campaign contributions or to lobbyists who contribute to the bosses, er, our representatives, then your business will not have "problems."

The numbers racket is now run by the government gangsters in the form of lotteries.

Where does it stop? Are congressman and senators to be bought and sold by these thugs?
