the ridiculous color coded alert system has caused sting operations in pakistan against al qaeda to go sour. as rummy and the gang tried to justify changing the alert level they leaked sensitive information which has cost us intelligence.

this is actual harm caused by this kindergarten-style how-afraid-should-i-be chart.

the color system is really just there to alert you there there will be extra cops around, maybe traffic jams if they're checking trucks, stuff like that...
not the best system.
