As it always has had, and at any rate missiles aimed elsewhere could easily be reprogrammed for an attack on eastern NATO members, who would have to be the first targets in a war.

That's been "on" for over a year now. Putin re-targeted the Czech Republic more than a year ago. This latest escalation is probably a hint that the Russians are actually preparing to strike militarily, possibly by using cruise-missiles to target the radar site. Their missiles are accurate enough they wouldn't -need- to use a nuke, but the Russkies have always been big fans of overkill.

If Russia runs a wargame or some other type of military exercise which involves the firing of either land-based cruise missiles or intermediate-range ballistic missiles, look out. That will probably be their last warning to the West before a piece of prime Bohemian real-estate turns into a smoking crater.

Rice cited possible nuclear threats from Iran as a reason for the program, which will go to the Czech Parliament for approval. But Russia reiterated its concerns that the U.S. program would threaten its security.

"There is no doubt that the approachment of elements of the U.S. strategic arsenal to the Russian territory could be used to weaken the potential of our deterrent," the ministry said in a written statement.

"If the real deployment of the U.S. strategic missile defense system begins near our borders, then we will have to respond using not diplomatic but military-technological methods," it said.

Russia has proposed a joint global missile defense system that would include Russia, the United States, Europe and others, but the United States has been cold to the idea.

While en route to Prague, Rice told reporters that the United States wants the missile defense system to be "transparent" at all times to Russians.

"We want them to have a way of absolutely seeing for themselves what we know to be true, which is that these systems are in no way aimed at Russia," she said.
