No, there's not. Funding is the reason we can have war, at least in our state-capitalist system. Yank away funding and the war would have precious little choice but to dissipate.

True, but life doesn't always conform to a strict reading of some arcane legal document.

And I hesitate to say these are "socialist programs." It's true the two parties
love government handouts, but they mostly prefer them to go to the rich (or the practically mythical "middle class").
