who is doing the 'keeping' of this 'unskilled workforce'? are folks being forced to remain unskilled? is there some grand conspiracy at work here? Wht exactly prevents people from gaining skills?

hint: minimum wage laws, all labor regulations, et al

PS: no matter what, there will ALWAYS be a percentage of the population who do not wish to pay the cost of gaining skills, leave them alone to live their lives as they see fit

Actually I think it would be dismissed out of hand because it's so damn strange. As long as you paint it as people being human hamsters the public will immediately hate this thing.

the concept is totally voluntary. do not assume that you would be 'forced' to participate.

i see how this could be abused by people who have jobs. that would need to be prevented in some way.

"how? by taking folk off the street? helping them get jobs would be way more productive."

you should read the proposals before you beat them. i had suggested that it be an unemployment center. you claim that none of the costs would be recouped? what about the dollars those unemployed people spend? giving them money isn't like burning it. it is useful to reduce poverty and to occupy the idle, is it not?

have it be a job training center too. i see no reason why one of these centers would be a bad thing in the heart of crappy NYC or LA.
