I am not sure that it needs to be a consolidated, integrated organism, although that may arise over time, espcially with the next generations being born and brought up with the EU already in existance.
I tend to look at the EU like the culture in Iain M Banks books.
Oh, don't ever mistake lack of policy integration as lack of unity, the fact is that the people within the EU are all proud of their various cultural heritages and its good to keep it that way, but they are also on the whole very happy to be EU citizens, especially places like latvia which would get taken over every ten years or so by the Russians....in fact I am sure any country along the Russian border would be ecstatic to join the EU (Ukraine is trying) with the exception of Belarus because the president there has such a tight grip on the population. Diversity is good as it gives a culture strength as CC notes above.
