They pissed off the SS recipients before by taxing benefits, and got away with it. This resulted in taxing a tax that had already been paid by the workers, and there were no serious poltical ramifications from that act. Maybe they will increas the tax on the benfits to the retirees, as well. One thing is for sure, something will have to change for the government to meet the obligations of the SS system over the next 20 years. This is a given already admitted by the government. The currrent slimey gang of politicians keep ignoring the problem and run from the issues like sandpipers away from the oncoming wave of obligations looming over their heads. So, for it to work, they have to be very careful in how they design the prebate plan. Most poor people are not in a situation where they can save money - they have to spend nearly all of what they make. At least, that is their belief. Thus, most will be paying taxes anyway.
