Why do they think it's ok to force money from us and we are just supposed to trust....somebody?

This report examines the existence of a CIA ‘black budget’ and an extensive network of ‘black projects’ that it funds. The report identifies the legal framework established by the US Congress for the creation of a CIA ‘black budget’ from the appropriations earmarked for other federal agencies that are siphoned through the CIA as the sole conduit of black budget funds. The report investigates the legal challenges to the constitutionality of the CIA’s black budget; how the CIA uses its legal authority to extract appropriations from government agencies such as HUD; how the CIA even launders non-appropriated money through other federal agencies; and the efforts the CIA goes to prevent these financial transfers from being exposed. Using as a case study the legal difficulties faced by an innovative mortgage finance company, Hamilton Securities, the report will argue that the CIA’s covert role in Hamilton’s demise is compelling evidence that the CIA was involved in funding irregularities in HUD.

The key to uncovering the true size of the black budget are the chronic accounting anomalies in the DoD budget that reveal that as much as one trillion US dollars is annually being siphoned by the CIA into the DoD for secret distribution to various military intelligence agencies and the ‘deep black’ programs they respectively support. All of this, it will be argued, has dubious constitutional status but is made legal by the various Congressional enactments, senior Congressional officials and the Executive Office. It will be finally argued that the size of black budget, the secrecy surrounding it, the extent senior officials in Federal agencies go to targeting individuals and companies that threaten to reveal where Congressional appropriations are ultimately going, suggest a vast network of ‘deep black projects’ that collectively form a highly classified second Manhattan Project whose existence, goals and budget are kept secret.

I think he knows many of us are with him, but nobody seems to want to talk about it just the same. Perhaps that should be seen as evidence that this is scary shit.


I guess the most interesting thing that comes to mind when I see this, is what created the need for the illegal Black Ops budget?


I guess what I'm asking is, is drug dealing a militaristic Psy Ops sort of thing that preceed the looting, and takeover, or is my government selling drugs strictly for the tax free funds?


Any ideas Uncle Patrick, people?

It's about the looting of the taxpayers as well as making millions on drugs.

Anybody wanting to talk about this, do a little research. Try Google "black budget".

This subject is difficult for the SuitMonsters to spin into anything acceptable to the people. Hard for official disinformation to take root.

Ha! you are all going to guantanamo, I have been monitoring your activity for black ops purposes for years and we cannot have this thread create an uprising and questioning of our budget. April 21, 2006 -- SPECIAL REPORT.

Porter Goss's Cocaine Import Agency (CIA) has links to "Al Qaeda" and Saudis. Last year, WMR reported on links between the Saudi Royal Family and CIA proprietary airline companies involved in cocaine smuggling. On April 10, Mexican police, acting on a tip from INTERPOL, seized a DC-9 aircraft carrying 5.5 tons of cocaine with an estimated street value of $100 million. The U.S.-registered plane was en route from Caracas, Venezuela, which, according to French intelligence, is a known hub for cocaine shipments from Colombia to Saudi Arabia (see article below). The DC-9 (registration number N900SA) made an emergency landing at Ciudad del Carmen in Campeche state. A Falcon aircraft that arrived at Ciudad del Carmen from Toluca airport in Mexico state in advance of the arrival of the DC-9 was also seized. The cocaine was contained in 128 suitcases. The Mexican police later claimed the unidentified DC-9's pilot managed to escape. However, the police did arrest the co-pilot.

The DC-9 was painted in the familiar blue and white colors of the U.S. Transportation Security Administration with am official-looking seal with an American eagle bearing the inscription: "Sky Way Aircraft - Protection of America's Skies." The registered owner of the aircraft is: Royal Sons Inc., 15875 Fairchild Drive, Clearwater, Florida. On April 5, 2006, the plane flew from St. Petersburg/Clearwater International to Simon Bolivar International in Caracas. "Sky Ways" (see article below) has also been linked to the Saudi government and Bush family/CIA activities. Royal Sons, the name of which may indicate the involvement of Saudi princes, such as the cocaine-transporting Prince Nayif, cited below, also maintained an office at 224 East Airport Ave., Venice, Florida, at the same time lead hijacker Mohammad Atta and Marwan al-Shehhi were training at Huffman Aviation, which was located near by at 400 East Airport Avenue. Two years before 911, Venice was also the subject of intensive intelligence operations by Israeli intelligence agents masquerading as "art students." Not surprisingly in light of Saudi involvement with cocaine smuggling, the activities of the Israelis drew the particular attention of the U.S. Drug Enforcement Administration (DEA), which had Venice airport under surveillance and later prepared a lengthy report on the activities of the Israelis. Atta and al Shehhi also used Clearwater airport for practice take-off and landings during off-peak hours.

Who does the CIA officially report to anyway? Is it true that they can legitimently withold information from the President and/or Congress?

It kind of looks like there may be 4 branches in our government but only 3 of them provide checks and balances.

The much beloved, Hollywood whispered, glamorized edition of "Black-ops" to which this article alludes is far from the images and glimpses they try to portray.

It’s really just a bunch of intelligent, dedicated men and women who are striving to make putting one’s head to pillow within the confines of our borders a peaceful and eventful occurrence.

People who work hard and at times risk much to keep those who need to know, i.e. those who can do something about it, of the dangers to our sovereignty and peace.

But dark images of inscrutable men of nefarious natures, each striving to do evil under the guise of stopping evil, is so much better for a plot twist.

Perhaps scrutiny of elected officials has lead to a jaundiced eye toward anything governmental. There is plenty of reason in that. But the volunteer, unelected, apolitical at the worker level, these men and women want to protect their nation, and go home to their families at night. Much like ordinary soldiers.

Unchecked and unaccountable power is always going to end in some kind of corruption. The principles of human nature has been well known since the beginning of the U.S. by George Washington and others even before him.

Tell us Apeman, where is the accountability for the CIA? Who do they report to? How does our tax money get spent?

That's the funny thing, we can do something about it. But, it takes "Joe six-pack" to put down his beer, tv remote, and get up off of his ass to make it happen. Marx once said, "religion is the opiate of the masses". Now, it's sports, racial unrest, etc. Whatever can be brought to the forefront to alter the focus of the people "en masse", and keep them from turning a scrutinizing eye upon the federal government; which has become a self-perpetuating engine feeding off of those it's supposed to protect.
