Can it be that god is wise and pitiless ?

Depends on if you have a world view that includes an afterlife or just life on earth.

If you believe in the beyond, then any amount of suffering on earth pales in comparison to an eternal reward, so then no, suffering doesn't show an unloving God.

If you believe in just life on earth then you probably don't believe in God anyways, so any suffering you'll see as further evidence God isn't loving and even if he was real you wouldn't want to go to his heaven.

To blame God for suffering on Earth surely implies you believe in God.
Humans are not capable of 'knowing' that which they cannot experience.

I'd say the wise are more aware of other peoples feelings, while the ignorant are less aware under certain circumstances.

Wisdom is a matter of degree and there's no standard. Some wise people are wiser than others. Some wise people appear to be fools to those more wise. There's no way to answer your question honestly.
