Then they don't have very good parents. Seems like that would be illegal unless they were 18. Probably another unenforceable law.

Parents and/or guardians neglect a process of upbringing child, then parents and/or guardians should be held accountable for outcomes.

Communities, societies, groups cultivate and/or promote and/or endorse, etc. certain values. An individual faces a risk of being rejected and/or condamned if she/he does not follow and/or obey those values.
This is why that individual is being perceived by communities, societies, groups, etc. as an element that carries negative values (in comparison).
