Well, I guess if George W. Bush can be the president of the USA, then Dick Dawkins can be the Oxford College chair of PUS.

No, he can't give you evidence because he's just spewing religious garbage without a bit of rationality behind it.

Dawkins isn't perfect by any means but he's certainly got most of his arguments right.
