well.. think about it this way. dolphins evolved from large land mammals..
Maybe a breed of monkey took to eating fish and slowly evolved into some hybrid swimming monkey type thing.

The natives noticed that the Manatee suckles it's young with breasts much like human people do, this creature with human girlish tits gave rise to some native stories of men being abducted by those female sea cows when they went into the water, because the Manatee was a girl and wanted to mate with the poor native boy, who then vanished into the water and was never seen again.

So if you want to date one of these girls be prepared for a lasting relationship and not just a "one swim stand". Ha.

Sort of a spin off of some farmers with their sheep or cows. Only in this case with a sea mammal. As the sailor might say "any port in a storm". ( a little rum might help however because a Manatee is not all that cute looking, not that a Pirate is all that picky). As so documented in Greek Mythology concerning the she-goat Goddess.

possibly mermaids mermen etc are memory's passed down as myths from an older pre history civilisation, that experimented with genetics on a much more advanced level than us.
