Abuse or good use of force?

Since there is some debate as to the powers of the police or how they can detain a suspect I thought I'd post this clip:

So...aside from the humor anyone really think its a case of police abuse?

The cop was being civil until the man broke two laws right in front of him.

1. Littering.
2. Urinating in public.

I will say it looked as though the cop was a bit rougher than necessary, but I think the reason for arrest was more than valid.

I have no pity for drunks. Although I cannot see why pepper spray was used? Weird.

Yeah, this one treads a thin line of personal bias, doesn't it?

It's almost as if the pepper spray was to be associated with a "learning experience".

I'm naturally biased myself, not only against messy drunks, but against the authority figure as well, so I was reluctant to comment.

My unbiased arbitrators opinion would be that the cop was just a bit quick on the pepper spray.

It would seem that the appropriate course of action would be to wait for this idiot to stop urinating and then arrest him. Somehow this officer skipped a few steps in the process.

I totally agree with that position.

I wouldn't want the cop run out of town, or anything for such a small offense, but I do still see this as the cop being quick on the draw.
