They kill them for pleasure. These cats are well fed at home and go out killing and leaving corpses all around the garden. Dog's kill cat's because they see them for the embodiments of evil that they are...
Cats didn't stop the bubonic plague. When people started killing the rats the fleas jumped on the humans, infecting their blood. If cats killed the rats, the fleas would jump on the cats, who would then be the new carriers.
Besides, historically the bubonic plague was stopped through a mix a quarantining towns, putting quick lime on the bodies and the Great Fire of London (for the UK anyway).
