It hasn't been proven that there were any terrorists in that house. There were, however, women and kids. I somehow doubt that they invited terrorists into their house.
We knew there were innocent people in that house. Judging from how unreliable our intel has been, I think it's plain murder to target and kill innocent people based on a suspicion that we might get a terrorist in the process. By your logic, the terrorists are perfectly justified in blowing up buses or buildings full of civilians as long as there is a soldier in them to be a primary target.
