WASHINGTON — Asking for increased vigilance in the wake of the London bombings (search), the government is warning that terrorists may pose as vagrants to conduct surveillance of buildings and mass transit stations to plot future attacks.

"In light of the recent bombings in London, it is crucial that police, fire and emergency medical personnel take notice of their surroundings, and be aware of 'vagrants' who seem out of place or unfamiliar," said the message, distributed via e-mail to some federal employees in Washington by the U.S. Attorney's office. It is based on a State Department report that was issued last week. The State Department had no immediate comment Monday.

The warning is similar to one issued by the FBI (search) before July 4, 2004 that said terrorists may attempt surveillance disguised as homeless people, shoe shiners, street vendors or street sweepers.

But seriously, this is speculation right? I mean we have actual proof that the politicians and corporations are united and DO conduct acts of terrorism. These are the more likely suspects........no?

What are you talking about? The real suspects are anyone who gives off the impression that they may be linked to Al Qaeda...

It is also likely not just "speculation" obviously the report goes into something that gave them the idea that this might be a problem...

More tactics designed to keep the population worrying. Of course terrorists may pose as homeless. They may also pose as politicians, cops, robbers, doctors, lawyers, Indian chiefs, and even hmm men hmm who hmm say hmm between hmm words hmm. But we gotta keep our weekly quota of new threats going or people may begin to realize they are being duped. It must be a real threat, it's written in a report.

When I saw this thread first, I thought it was a joke. To be any type or terrorist you first need to be 'under cover'. This you expect is something the FBI or CIA or XXX would know. They could have asked their own 'under cover' units if they didn't. I could not imagine a worse cover than homelessness. Bad enough that these genuine unfortunate homeless people have to live as homeless, but now they will be hassled by 'concerned' citizens wanting to get their rocks off. And all because these well paid well housed government employees cannot come up with sensible answers

The little I know. Most terrorist have been well educated and well funded. They took EXPENSIVE flying lessons. There were no unemployed or homeless. Why would they change.

It this is not the ravings of some nut trying to make himself important, then its sinister. If someone really believes this is true and put out an alert, then the US is rightly fucked.

"More tactics designed to keep the population worrying" Yes I do think its part of the tactics to keep citizens worried and so they their eye off the ball as to whom they should be really worried about. Nothing worse than creating enemies that do not exist in the US. There's enough to be going on with in Iraq.

I'm not even surprised that it's so difficult to find a definition of terrorism that doesn't incriminate most governments in the world.

To think Congress votes 100 to 0 in support of our new national ID, and I'm worried about what these new intellegence agencies and suspended constitutional rights is leading to, when I should have been scrutinizing the homeless guy on the corner more.

It will probably be obvious. Everybody will know what a batch of criminals we are dealing with. Right now I am a bit worried because of how low bush has dropped in the polls ....36% in favor of the job he is doing.
We already know what they are capable of when they get desperate. If they carry out another attack on Americans to frame the boogey man 'a la mode, they will screw up again. I just hope they get caught red-handed. Then we can storm the gates, if they dont just step down. I am hoping for a peaceful resolution to this blood thirsty reign.

Even if you do think the government is perfectly innocent, do you still think homeless people are terrorist. They stuff newspapers down their pants, not bombs. The rich fascist don't like them because they want poor people to be slaves, and they think the homeless are not productive.
