This proves nothing. If this had any merit we would hear the follow up story. It doesn't even say that he was charged. Three possibles:
1. Down in his luck genuine non-white with a chequebook but no money.
2. Copper seeking attention and promotion.
3. Similar in U-S Attorney's Office.
