It suggests that the USA is supposed to keep an inventory of the weapons IT HAS GIVEN to the Iraqi forces? Nonsense! Did we expect the Iraqis tio give them back? Did the GAO account for damaged and destroyed weapons? Its just another press driven attempt to sensationalize news.
