Brazil shock at woman's jail rape

The governor of the state of Para, where the reported case took place, has promised a full inquiry.

Governor Ana Julia Carepa said the age of the woman, put variously at 15 and 20, was irrelevant as she should not have been jailed with male prisoners.

Women's rights groups in Brazil say it is not an isolated case.

According to reports in the Brazilian media, the number of men in the cell with the young woman varied from between 20 to more than 30.

Public anger

Media reports suggested that the girl was placed in a police cell in the town of Abaetetuba on suspicion of theft.

But human-rights groups say there is uncertainty about what offence the girl was accused of and she was not formally charged.

They say that she was raped relentlessly and forced to have sex in order to obtain food.

The girl's father has now alleged that he has been threatened by police who tried to force him to provide a birth certificate showing that the girl was 20 years of age - a document which he said did not exist.

The police are said to have believed at one stage that the girl was not under age.

Gov Carepa said the girl's age did not matter.

"Whether she was 15, 20, or 100 doesn't matter. A woman should never be left in a jail with men," she said.

"I am shocked and indignant, as a woman and as a governor," Gov Carepa said, promising that those responsible would face "exemplary punishment" and that such an incident would not be allowed to happen again.

Jails in Brazil are notorious for overcrowding and appalling conditions, and this is not the first time that there has been a controversy over a female prisoner being detained alongside men.

However, on this occasion, the seriousness of the allegation has caused shock and considerable public anger, the BBC's Gary Duffy in Sao Paulo says.

Women's rights groups in Para state quoted by the Globo website say there have been at least three cases of women being put in cells with men.
Just goes to show any culture or country can be capable of all kinds of horrendous acts.

Those responsible will be punished by the authorities. In a Muslim country, it'll be the victim who will be punished.

Correction, both parties... but technically in this case, if officials in a Majority muslim nation allowed this to occur in a jail to a woman, I am pretty sure some crap would hit the fan for those reponsible, as I imagine the woman wouldn't have volentarily wanted to be placed in this kind of situation in prison and the guards would have assigned her cell.

Not the same case as being in a car volentarily.

Torture 'unpunished in Indonesia'

Indonesia has a "culture of impunity" in the face of ill-treatment and torture, a senior UN official has said.

Manfred Nowak, special rapporteur on torture, has spent two weeks inspecting the country's prisons and police and military detention centres.

Mr Nowak said he found evidence of detainees being electrocuted, suffering systematic beatings and even being shot in the legs at close range.

He called on the government to make torture a separate crime under the law.

The BBC's Lucy Williamson, in Jakarta, says Indonesia has regularly come under scrutiny for its human rights record. Mr Nowak's visit is the third by a UN human rights monitor this year.

Acts of brutality, torture...etc. which are not condoned and indeed outlawed by a religious state does not reflect poorly on that state or religion. It is only where such acts are condoned, accepted, acquiesced in or endorsed by the state and/or religion that the state or religion in question should attract criticism.

Indonesia is merely an illustration of the state letting criminals who commit acts of torture go unpunished; quite unlike Brazil. Brazil has vowed to punish the perpetrators.

(coincidentally, Indonesia's a Muslim state. )

The fact of the matter is this topic was about Brazil originally, and the fact that it was officers, not everyday holligans, who were responsible for the situation at hand being created by putting this female in with males prisoners for a month to be raped by other jail members for her food.

To me this is far more worse then the other topics in question towards Muslim law and a couple of lashes.

One situation is questioning the laws which were being upheld..... this is about the law not protecting someone where they should have been protected. Two different situations.

I mentioned the Muslims and those topics because some figured those were bad, but I feel those pale in comparison to this topic.

Now could someone possibly debate exactly how this could have occured and what should be done about it?

1. This occurred because Brazil's jail guards are uncaring and don't give a damn about what happens to prisoners under their custody.

2. The perpetrators (both the people in charge of the prison and the rapists) ought to be severely punished and steps should be taken to ensure this doesn't happen again, as Governor has already vowed to do.

If we believe in equality, gender should not be a factor in where we imprison people. Do you think that an equally small and frail man would have faired any better? Or in the inverse perhaps a larger, more muscular woman?


What makes a man turn neutral? Lust for gold? Power? Or were you just born with a heart full of neutrality?

I understand your logic in that we Should believe in equality, but the fact remains that most still don't, esspecially many who are in jail.... which could be one of the reasons why they are there in the first place.

Throwing people in a situation like that and hoping for the best..... well.... we're just not quite there yet in society as a whole.

Perhaps, but everything in the universe is connected in some manner or another, so I can't be too bothered.... I'd just like to see a little debate on what was originally posted before it goes on a derail..... after a bit, I couldn't care less.

How is this significantly different from a police officer joking about how a young criminal will be a good girlfriend to the big bad gangmember in an American prison?

There is a lot of discussion as to how prevelant such prison rapes are, but the fact that some police might find it amusing or a reasonable threat to a suspect is pretty much the same thing.

yeah well even most of the new male fish thown into prisons have a better fighting chance then one girl around "15-20".....

You know, unless she's a spawn child of Steven Segal, I doubt she had much chance against 20-30 guys.... I see a bit of a difference here... just slightly.

Neither should be permitted, but this is still worse. Esspecially for someone who was in there for just teft... wait... suspicion of theft to be exact.

Well, with your qualification of "most" ahving a better fighting chance, you're correct, but that's not true for all. I would also hazard to guess that most anyone under about 150lbs doesn't have much of a fighting chance if they're targetted.

And, as long as we accept, and possibly even implicitly encourage, prison rape in this country we have no right to question such an occurence in any other country. You are absolutely correct that what happened in Brazil was reprehensible. But, so is what happens in this country.

There is no real difference except possibly one of quantity, not quality.
