So because they haven't fully invaded Northern Iraq, the fighting is simply symbolic? The Iraqi government doesn't like it.
According to government spokesman Ali al-Dabbagh, "The Turkish incursion is a direct threat to the peace and stability in the region." That hardly sounds like he's just shrugging it off, though maybe his words could be dismissed as mere symbolism as well:
