But you didn't answer the second question. How come you don't normally see all kinds of swearing in your local newspaper?

1. The average American has a cork up his/her butt.

2. Swearing in poor taste to excess plus capitalism equals no more newspaper.

Then the same would apply to the Univesity paper. It's its own little community within a community and it's made up of the same people as those you described for local newspapers.....
