I believe the declining death toll for civilians is the result of a de facto partitioning process going on in Iraq. Iraq is simply breaking up, people are moving to areas that are safe for their particular religious affiliation.

Exactly, plunging should have an asterik next to it and in the footnotes it should explain that the killing has stopped as a result of a lack of people to kill.
