I have asked, several times. Its possible I dont remember the answer. But it seems like a good answer would be memorable.

OK, I just went back and found this thread (How to Defeat the Right in 3 Minutes: A Libertarian Perspective) where you tried (or started) to respond to this issue, (In post #41) but you referred to an "obscure" link.

I should have posted a follow-up, but sometimes I cant keep up, I bite off more than I can chew.

This issue should be settled over there. This thread doesnt need to be further derailed.

Back on topic: The Senate further disgraced FEMA again yesterday:

U.S. Rep. Corrine Brown, D-Jacksonville, showed the strongest support for the draft report, titled "Hurricane Katrina: A Nation Still Unprepared." It recommends replacing FEMA with the National Preparedness and Response Authority, an agency that would still be part of the Department of Homeland Security, but would have more power. During major disasters, the agency head would report directly to the president.

Brown said that, while she didn't vote to dismantle FEMA, change is necessary no matter what the agency is called.


She criticized President Bush's administration for allowing FEMA to have so many top officials who had no experience in disaster relief.

"You make your friends ambassadors, but you do not put them in charge of a natural disaster," she said.

"I was in New Orleans just three weeks ago, and it was simply horrifying to see that the Ninth Ward still looked like a war zone," she said. "To me, it is clear that our nation desperately needs to act to augment our country's ability to handle disasters, and reorganizing FEMA is the perfect place to start."

And the WH apparently thinks FEMA did a "Heckuva job", still

And I still think FEMA should be totally and absolutely disbanded, and let states MAKE THEIR OWN emergency relief funds, IF THEY CAN PASS THEM by POPULAR VOTE.

No more safety nets. They don't work.
