Sam, Athiesm was recognized as a religion by the Supreme Court in the 70's if memory serves, thus by removing all religion in schools the governments are promoiting athiesm.

The answer to that is, yes they could form a "gay religion" but marriage is not just a religious affair, its also a legal status, outside of the religous component.
BTW anyone see that Italy rejected Gay marriage by like 70%?
