I want to remiand you, that not so many U.S. Presidents have ever been granted an access to U.S.'s secret (or restricted) fields, like well known "Area51", not to mention others.
A state is run by :
- finance
- military
- intelligence
It has never been changed, since the Ancient Egypt.
