Just arrest anybody. It is very popular to arrest anybody these days, especially since Bush won and those who disagree (they) find conspiracy, secret political agreements, voting frauds, ect. only.
Bunch of people call for major changes in political systems, providing not much but spontaneous populistic claptrap supported by pro-conformity all the way.
If I were you, I would arrest the whole U.N., guys from New Zeland, Congo, Greenland, Kashmir and some more.
