| Hell, hes a politician and first and foremost he needs votes. He checks out the handles and levers on groups he can pull to get them to vote for him, ie what they want and how big their group is and then he formulates policy based on that. That has nothing to do whatsoever with his private agenda unless of course by a lucky coincidence it just happens to be the same which is highly unlikely.
