We must remember that a lot of the people come acorss the Mexican boarder from many other countries in middle and South Ameirca. For Mexico that is close to being like a "tourest trade" in thier economy, as peple pass through their country, and even relative to the busness that surrounds that traffic. Remember that if people pass through Mexico to get to the USA they are spending money during that trip - in Mexico. Plus money is generated even by the unlawful busnesses that aid boarder crossing, which money is spent within the Mexcan economy, plus grants provided to that governmet to combat ujlawful human trafficing as well as to help in the drug rings.
So they get extra money from that traffic much like they could get from tourism and money to stop it from happening, getting paid from both sides is not a bad deal for a economy that needs all the help it can manage.
