Passive resistance is acting. They don't back down, but they choose not to resist. Given the choice of terrorism or passive resistance, you would choose terror? I think the latter would garner less sympathy from outsiders in the event of a stronger power started wiping them out.

My problem is where you label Ghandi the fool and the Dalai Lama a coward for doing opposite things where the only consistency is that they preach an ideal you oppose.
