If I didn't state this at the begininng, I meant to.

I was using the term child 1) to draw attention to the thread, and 2) because I have no actual children.

My 13 year old cat is loved by me like a mother loves a child.

I don't mean to sound harsh to you either, but I am aware enough to realize all of the methods you suggested and had already done them.

In Texas, there are other procedures, through various agencies, that will do more and better things in addition to those you mentioned and I already did.

I was looking for what those procedures are in the area I now temporarily reside in, as they are different from state-to-state, and even city to city.

Sitting down and calling took valuable time.

If there had, in fact, been someone in or from this area who was aware of the procedures I was seeking, they could have helped save a ton of time by sending me directly to the right agency, or what have you.

That was the reason for my thread.
