Yes I have heard this before. Poor prosecuted minority is always right. I can think of other minorities disliked by majority, criminals for example. Incidently criminal jargon in most european launguages is mostly hebrew words.

Yes we have experienced the same problems to a lesser extent. While judaism favours marrige to cousins, Russian Orthodox Church prohibits marrige to relatives up to 7 degrees of relation. If it were the case that Jews displayed the effects of inbreeding , there would be a high incidence of intellectual deficiency among them (much as one used to see in the more isolated Swiss valleys, for example). But this is so clearly not the case that your suggestion is laughable.

If you have read my original post, you would notice, that book by Chezare Lombrozo called " Genius and insanity". Degeneracy gives higher incidence of mental disorders and higher incidence of geniuses as well. I am surprised you are ignorant of this fact.
