Sure it can. And that thing is called human nature. Jews tend to live apart. It's hard here to unravel their own view of themselves as "special" and the vicious-circle of historically having been shunned by the rest of society. The two form a sort of synergy. And you know how the majority tends to view conspicuous minorities: they feel superior to, or resentful, of them. There's your explanation right there.
To make sure they didn't get uppity, the European societies in which Jews lived confined them to vulgar professions such as commerce that bluebloods would never stoop to.
And since Jewish culture prizes education and self-betterment, bingo: they did well at these things. And still do.
Something similar has happened with the "overseas Chinese", especially in the countries of Southeast Asia. They have people saying the same things about them as you say about the Jews, and for somewhat the same reasons. And as we've seen in the past half-century in Malaysia, Indonesia and Viet Nam, they aren't immune to armed hostility.

If it were the case that Jews displayed the effects of inbreeding , there would be a high incidence of intellectual deficiency among them (much as one used to see in the more isolated Swiss valleys, for example). But this is so clearly not the case that your suggestion is laughable.
