Whoa!!! The CIA wasn't totally responsible for the intelligence gathering that determined the actions of the President, his Cabinet and Congress. It's only one arm in a network of Dept.of Defense agencies that work in liaison with foreign intelligence agencies also.

No one lied. Saddam was so dishonest with the U.N. he was proven to have violated sanctions of the U.N. Our determination was based on a complex set of circumstances which surrounded the hostilities of the Al Qaida.
I like the idea of a central figure who is in charge of all the Intelligence Agencies in the U.S.
