They're not obligated to follow rules normally held by warring nations, and they can impose their cause to justify the killing of innocent civilians. For instance, while they might not burn down a poverty stricken village, they could justify bombing an industrialized area of a city even though the workers could be migrants from a poverty stricken villages.
