Clinton was still President in 2000, and the claim was that Bush "spent the US surplus". A BUDGET surplus is not the same thing as a surplus. You can spend a surplus, you cannot spend a budget surplus. A budget is a politicized guess as to what we will spend in the future and what we will collect in the future. And thats not even addressing the fact that they are not counting the money they borrow from the Social Security Trust fund.
