Actually, there is a lot of plant life in the oceans (well, progenitors to plant life, from an Evolutionary point of view but let's not split hairs) in the form of algae, which majority a significant proportion of our oxygen. At any rate, the fluctuations we see from the Mauna Loa measurements are consistent
with the seasons of the Northern hemisphere.
