As for Fritzl, in his defence (and this really is his defence, apparently!) he didn't actually kill anyone. Nevertheless, I'd give him 5 out of 10 for the original kidnap and imprisonment of his daughter, plus a quarter-point for each child fathered, half a point for the baby he incinerated, and an extra point for the fact that it was all incest, combined with the lengths to which he went in order to perpetuate the crime.

I don't think that the scale should be weighted in terms of moral reprehensibility, it's a sickness scale, not an evilness scale. By my money, a dictator who kills to shore up his own power based on his own paranoia isn't necessarily more sick than a guy who does twisted things like this.
