As for Fritzl, in his defence (and this really is his defence, apparently!) he didn't actually kill anyone. Nevertheless, I'd give him 5 out of 10 for the original kidnap and imprisonment of his daughter, plus a quarter-point for each child fathered, half a point for the baby he incinerated, and an extra point for the fact that it was all incest, combined with the lengths to which he went in order to perpetuate the crime.

Your scale is pretty weighted, let's say Pol Pot is a 10 then this guy gets and 8 that means there's only one number between killing hundreds of thousands and doing an incest thing(not that I'm sayin that's good or anything) but you should defintely consider re doing this scale of yours.
