Dubai is one working model, but they are not the only working model. This is a list of every country by GDP per capita.

The top few are mostly micronations fulfilling one economic niche, like banking or jewelry or oil. Up with these few are Norway and the UAE, which seems odd because one is democratic socialist and the other is a capitalist success story.
However, I'd much rather live in Norway than the UAE. Money in the UAE is concentrated in the hands of a few and gets spent on things like this:
