Yep that is what I meant!
Do nothing can be doing something wrong. Stating the US shouldn't have intervened is Kosovo is one of those occassions.

I am for the government vastly reducing its role in business and I believe we need to scale back out military ops, but there are many cases where we should use the military Kosovo and Rwanda are 2 examples.
