The Constitution sets forth how Presidents and Senators are elected and it is not the popular vote. Besides, most Americans are just too damned stupid to be trusted with the vote (the founding fathers seemed to be ahead of their time on that one). For example, those who watched the Kennedy-Nixon debate on television thought Kennedy won but those who heard it on radio thought Nixon won. Ever since then it's been pretty much nothing but a beauty and talent show.
